This webinar will help college and university employees who have responsibility for matters involving student-on-student sexual assault and harassment to comply with their obligations under Title IX. These obligations include meeting the requirements of the Dear Colleague Letter (DCL) issued by the Office for Civil Rights (OCR) at the U.S. Department of Education in April 2011.

Panelists Will Address:

  • The major challenges institutions of higher education face in interpreting and implementing the DCL
  • Lessons from UE’s nationwide data on student sexual assault claims, which demonstrates that institutions of higher education are as likely to be sued by accused students as by the accusers
  • Specific steps institutions should take to comply with the DCL

Ada Meloy, Moderator
General Counsel, ACE

Before joining ACE in 2007, Meloy spent 28 years in New York University’s Office of Legal Counsel, where her experience included defending the University in discrimination and harassment litigation. She earned her undergraduate degree from Wellesley College and her JD from New York University School of Law.

Robb Jones, Panelist
Senior Vice President and General Counsel for Claims Management, UE

Jones oversees the management of all claims involving student sexual assault and harassment brought against UE member institutions. Before joining UE in 1997, he was director of the Judicial Education Division of the Federal Judicial Center, where he developed and managed training and continuing legal education programs for the federal courts. Prior to that, he served as chief of staff to Chief Justice William Rehnquist at the U.S. Supreme Court, and as a litigation partner in a Washington law firm, where he concentrated on education, employment and media litigation. Jones received his undergraduate degree from Grove City College and graduate and law degrees from the University of Virginia.

Alyssa Keehan, Panelist
Senior Risk Management Counsel, UE

Before working in risk management, Keehan served as a claims attorney for UE, handling general liability matters. She has produced numerous resources for UE members, including a monograph on threat assessment teams, and recently conducted a study of UE’s sexual assault claims. Keehan previously worked in legal positions at the Chicago Board of Education and the San Francisco and Chicago regional offices of the Office for Civil Rights (OCR), U.S. Department of Education. She received her BA from Princeton University and her law degree from Loyola University of Chicago.

Gary Pavela, Panelist

Pavela is a nationally recognized expert on student conduct at colleges and universities. He currently teaches at Syracuse University and the University of Maryland. Pavela previously served as Director of Judicial Programs and Student Ethical Development at the University of Maryland, where he handled numerous student sexual assault cases. He has published a model code of student conduct and his work has been cited in national publications such as the New York Times, the Washington Post, the Wall Street Journal and the Chronicle of Higher Education. Pavela is a Fellow of the National Association of College and University Attorneys (NACUA) and was recently selected by the Center for Excellence in Higher Education Law and Policy at Stetson University as the 2012 recipient of the William A. Kaplin Award for Excellence in Higher Education Law and Policy Scholarship.
